I think you may be missing the point, exploration for the sake of exploration with no higher goal or strategic focus will lead to a lack of strategic direction and inevitably failure. I am not proposing that we spend government money to commodify the moon for the sake of commodification, but instead use it to find solutions to current problems, for example the energy crisis. We can mine Helium3 to provide clean power, or we can mine precious metals from comets to develop better, safer, and cheaper materials. Or we can develop a low latency worldwide cheap internet service, but need better traffic management. There are tons of applications that could benefit from research that experts at NASA could provide if they had better leadership.
